The right side of the background of the navigation elements on is black. Only the "cream" background area of these buttons is "transparent." This is why you'll see the faint "fringe" around the left edge. This effect disappears when the images are placed over the background that coordinates with this set. They're designed to be part of this set with this background. Note also the very subtle difference between the "on" and "off" image states. The images are labelled so that they should be quite clear which to use when.
